In case when two or more bidders placed their max bid for the same price, the server will choose the first one, and that user will win the item. So, if you received the information that you are outbid, it means that someone else was the first and won the car.

Depends on what car it is, you can bid for example $1.01 and hope that nobody will bid on this car, then you'll have success to win...but if anybody will bid with a higher price, you both should bid till the end of auction time. Who ever bids last and it is the higher bidder will win the car.
