    The clock is ticking for Tesla buyers in the US to receive the full $7,500 federal tax credit for electric cars.     For car dealers, a sunny sales outlook at the start of 2018 has been overshadowed by rising interest rates, shrinking customer budgets and cost increases.     Hackers stole the personal data of 57 million customers and drivers from Uber Technologies Inc., a massive breach that the company concealed for more than a year.
