    Americans spent briskly at retailers in recent months, supporting hopes for a strong holiday shopping season and giving the economy momentum. Retail sales- measuring spending at restaurants, clothiers, online stores and other shops- rose 0.8% in October from the prior month, the Commerce Department said Tuesday.     Ford Motor Co., looking to bounce back from a 12% sales decline in October, has launched a Black Friday clearance sale several weeks before those sales typically take place. The automaker is offering $1,000 “Black Friday Cash” rebates on 2016 and 2017 model-year vehicles, in addition to other offers.     U.S. auto makers, responding to weaker demand for sedans and other passenger cars amid low gasoline prices, are rebalancing production at U.S. factories in favor of building more sport-utility vehicles and trucks.  General Motors Co. said it plans to add 650 hourly workers in Tennessee at a plant making the GMC Acadia and the Cadillac XT5, two midsize SUVs.     German politicians are calling for a total ban on internal combustion engines by 2030, and, not content with deciding their own affairs, they also want it to apply across the whole European Union.     The US auto sales have been booming for the past few years, and some of the upsurge has been driven by so-called “subprime” lending and by extended terms on loans.
